These jobs are temporary and require workers who can move with the jobs - as moving from FL to GA as crops ripen. True locals who do this work would do it as a summer/seasonal job and then they would be looking for something else.

How long does it take to become legal? Are locals lining up get in on this bonanza of job openings - I read some pay $9 -$11 per hour. Not much but is that in line with landscaping crew jobs, construction, or other outside work in GA?

I can say that the TX economy would likely take a nose dive without Mexican laborers. Many are paid well and I'm sure some are taken advantage of. Maybe we should all be willing to pay more for our food, home repairs, restaurant meals, services and let these folks earn what they deserve and make it easier for them to become citizens. Here .... we need them. And we need to help them become legal, educated, productive members of our communities - not having to run scared of being turned in for not having the right papers.

I can't speak for any other community but I know Brickman (Sandestin's landscaping contractor) brings h1b workers in by the bus load every spring. The ratio of workers around here is about 5% anglo / 95% latin.
Clearly there are plenty of people interested in working these jobs and they are all here legally and paying their taxes. Workers make a rate equal to Florida's minimum wage or more and have medical coverage in the event something happen on the job.
