Bush praised Republicans in Congress for passing a $792 billion tax cut bill. ?Prosperity is not a given,? Bush said, ?I?m for the tax cut, once we meet our basic needs, because I want our economy to continue to grow.?
Someone needs to tell the President he did not implement tax cuts.

I never said that Bush is not delusional.
The last full year of Clinton's presidency was 2000. In 2000, federal tax receipts were 3.1 trillion. I believe Bush cut tax rates twice, in 2001 and 2003 and tax receipts in 2007 were $4.2 trillion. Many scholarly articles, on both sides of the political spectrum, have been written defending and refuting the fact that lower tax rates result in higher tax receipts. The good news is that we have real world data as proof.
