911 did not happen because the US was perceived to be weak or militarily vulnerable. 911 happened because of the fact because the US's foreign policies in the middle east are despised by some.
I certainly don't think he shares the blame equally, no I do not, because he wasn't in charge, presumably aware of the current threat of the moment, and in a position to do something about it. The events of 9/11 happened in a flash, and could have been stopped just as quickly regardless of past history. It's a distraction and a diversion to look back at the years preceding the event and pin the blame on someone who might very well have been cognizant of the situation in the summer of '01 and acted on it had he been president. We will never know.

-The U.S. takes issue with some middle eastern state / group policies as well. I'm not sure disagreements like that warrent the response we received.
Just some thoughts and while I am not necessarily advocating it, I wonder what would happen and what the opinion of us throughout the world would be: IF we pulled every military person from all bases not in the country, cut all foreign aid to all countries unless there was a quid pro quo attached to it and greatly curtailed any material goods being donated to foreign sources. Though it will never happen, I'll bet the results would be interesting.

Of course it did not warrant the response we received - my only point was that the attack was not because we were perceived to have a weak military but rather because of our foreign policy. And we would probably have been attacked regardless of who was in the White House.

I think for one, we would see some vigilance from those who love hating us. Then? I believe we would begin to see some respect.
