Who's spraying dispersants?

There was a thread here in the last 1/2 hour, which was closed & now disappeared, claiming dispersants were being sprayed near Seagrove?

Where? By whom? From what type of craft? What made the poster believe that was what was being sprayed?

Pyrethrum is a botanical insecticide produced primarily from the flowers of Tanacetum cinerariaefolium, which is a species of the chrysanthemum plant family.
