There were some girls laying out topless in Grayton this summer...they were up in the dunes so it wasn't a big deal.

Oh you can see that in NYC! in the 90's the Women's right movement- argued that why can Men wear No shirt in public while women have to cover up? They WON the right! Now, if a man can do it a women can too, in NY anyway.
