I'm not sure. I thought it unusual that they were that close. Usually the outfalls open close to the lake unless there has been sand buildup, then they can meander or run parallel to the Gulf quite a ways.

Here's a look at the Intracoastal Waterway which cuts through the Choctawhatchee Bay and continues as a canal between the bay and eastward to West Bay in Panama City Beach.
The Intracoastal Waterway (ICW) is a 3,000-mile (4,800 km) inland waterway along the Atlantic and Gulf of Mexico coasts of the United States, running from Massachusetts southward along the Atlantic Seaboard and around the southern tip of Florida, then following the Gulf Coast to Brownsville, Texas. Some sections of the waterway consist of natural inlets, saltwater rivers, bays, and sounds, while others are artificial canals. Maintained, improved, and extensively dredged where necessary by the United States Army Corps of Engineers, it provides a navigable route along its length without many of the hazards of travel on the open sea.

It's easy to get caught up in the noise. But then I see a scene like this one yesterday and I'm reminded you can still "Beach Like A Local" in SoWal!
Campbell & Morris Lakes in Topsail Hill Preserve State Park yesterday. The depression in the front left is often referred to as the "No Name" coastal dune lake. But it's quite dry at the moment. It's not known to open to the Gulf but probably did in the past.
