Looks like photo shop to me, that blue color seems to be on the side of the eye and all over the eyelashes. At the same time eye tattooing is real, its used for birth defects and the blind.
thank you for sharing that, about the birth defects and the blind, as I was thinking, surely no one would be that vain and stupid.
