I think candidates should have to pay an extremely large fine for such oversights. The fine should not be paid by political funds, but from funds they certify to be personal funds and not gifts or loans. The certification should include penalties of perjury. It should be able to be prosecuted in federal court instead of state. The other idea is that they are removed from office automatically if they don't file the appropriate documents. It is fraud, pure and simple.
