Makes me think of a scene from "Clear and Present Danger". Friend & major contributor of the President has just been found to have been a money launderer for the Columbian drug cartel and the advisers are trying to minimize fallout/spin it.
The non politico tells them that instead of denying it, they should not just admit it, but emphasize/build on it. If the press asks "did you know him?" say "I didn't just know him, we were friends". If the press asks "were you friends?" say "no, we were lifelong friends."

Her issue is that she wants it escalated to a Federal investigation, and the parties involved won't do it. She won't talk to them so she had her Attorney General file federal charges against herself calling for an investigation. I'll see if I can find the link...

She first agreed to an independent investigation long before the VP nom, which would have made me think she had nothing to hide. Now as the VP nom she is refusing that investigation and asking for the panel she appointed.
