It's not how many records you sell, it's the legacy you leave behind. Velvet Underground didn't move millions of units, but they influenced nearly every rock band of note that followed them. The same can be said of a number of semi-popular artists.
As for Mariah Carey, I don't dislike her, but her music has only moved me on one occasion - her admittedly fantastic version of Phil Collins' "Against All Odds." I think she laid that track down when she was getting divorced and must have actually put her heart into it. (Still, there is an even better cover of that tune by the Postal Service...)
Ms. Carey has already topped Elvis in one area. Her one cinematic endeavor, "Glitter," is far worse than even the worst of Elvis' "films."
