1. Do you mean minimums? Need to change state law.
2. Already mandatory and ticketable if not using.
3. Just added last year.
4. Who would enforce this?
5. Already are.

1. Most can't go over 20-22... if that.
2. Has to be enforced better.
3. Better signage. It can be improved.
4. They need to self-govern... if not, they stand to lose business.

Trolley service both free and paid has been tried since the early nineties. Literally ever effort has failed due to lack of interest. I was a consultant to two efforts. Basically our general clientele views it as public transportation which has a negative connotation to begin with. No matter how you dress it up people would rather use their own transportation methods which is why bikes and golf carts reign supreme.

To be fair the last effort was spear headed just before the pandemic, but it received a very weak welcome for the month it ran.
Only place I have seen it working like it should be is at Grayton Beach...

Hmmm that's too bad- I have been to other vacation areas, two to mention is Scottsdale Az and Mackinaw Island Mi that have the trolley system, it seems to work well!

There was a shuttle bus startup that was set to debut March 2020 but got killed by the pandemic.

I think the future is small, autonomous, electric trolleys that are being tested in many places now. They won't be quick though so tourists will probably want to keep using their cars and golf carts. There will need to be incentives to use alternative transportation.

I think small electric "On Demand" ride services run by, or franchised by, the county, would be a good idea. BUT, I can not picture an autonomous driving system being able to sense the myriad of driving obstacles on our roadways (Hikers, bikers, speedos, cars, trucks, golf carts, one wheelers, 18 wheelers...) It frazzles my vision to try to watch for every damn fool out there.

I generally don’t mind golf carts, but that view is changing.
I live in Miramar Beach and Scenic 98 isn’t the primary road for most people over here the way 30A is. I manage to avoid it entirely during the busy parts of the year.
I previously owned a golf cart, but never licensed it because of the safety issues.
I knew my guests, always family, would want to take it to the beach and wanted no part of that. I still cringe seeing kids on the rear facing seats and imagine the horror from a rear end collision even one at a low mph.

All, very good points, and that last one was very poignant. I have been in acceptance mode, but if they venture onto or across 98, I want them jailed and fined to the maximum.
